52 of the UEFA member associations will participated in the 2015 UEFA European Under-21 Championship to seek qualification for the finals. Being the hosts, Czech Republic automatically qualifies. The 2015 UEFA European Under-21 Championship comprises a qualifying group stage and play-off round to determine which 7 teams will join Czech Republic in the final tournament.

From March 2013 to September 2014. Teams are split into ten groups – two of 6 teams and eight of 5 teams – and play each other on a home and away basis. The results against the 6th-placed teams are ignored. The 10 group winners and 4 group runners-up with the best record advance to the play-offs.

October 2014. The play-offs consist of 7 contests - the 10 group winners and 4 best runners-up. Each team play their opponent home and away.

June 2015. The final tournament comprises the 7 play-off winners and the Czech Republic as hosts. The 8 teams are split into 2 groups of four. Each team plays each other once in their group with the winners and runners-up advancing to the semi-finals.
